West African Parliaments Use Evidence for Accountable Governance
In partnership with USAID and ECOWAS Parliament, the West African Parliaments Use Evidence for Accountable Governance project highlights the critical role of evidence-based policymaking across Africa. Through surveys and interviews with parliamentarians from 10 countries, the project revealed how strengthening the use of data and research in legislation leads to better governance, greater accountability, and improved development outcomes. The TSUE Project also developed essential tools to support USAID Missions and national leaders in fostering a culture of "evidence champions" for more informed decision-making.

West African Parliaments Use Evidence for Accountable Governance

USAID, in collaboration with its partners, launched the Assessment, Analysis, and Development of Tools to Strengthen the Use of Evidence in Policies and Legislation in Africa (TSUE) Project. The initiative focused on understanding how elected representatives across Africa use data, evaluations, and research to make more informed legislative decisions. Surveys were conducted in 10 countries — including Ghana, Malawi, Kenya, Uganda, Zimbabwe, Botswana, Liberia, Niger, Côte d’Ivoire, and Cameroon — gathering insights from 109 participants representing a regional mix of strengths and challenges in evidence use.

Key findings, complemented by powerful one-on-one interviews with Members of Parliament from the Economic Community of West African States (ECOWAS), revealed that cultivating "evidence champions" within national parliaments is vital for accountable governance, improved policymaking, and achieving greater development outcomes across Africa.
